In England and Wales, there were 209,519 abortions in 2019, an increase of 3.4% from 2018.
The regulations will now move forward to the House of Lords and will need to be passed there in a committee.
An influencial House of Lords Committee has renewed its criticism of the Government's approach to imposing a radical abortion regime on Northern Ireland.
Today's address at Westminster comes ahead of the final vote on the regulations by Westminster MPs later this month.
